By the way, can you share your panel settings? I'd really like to customize mine in this manner. I'm running Fedora 17 with KDE 4.8.
If you read the previous comments you'll find some very helpful info.
I do not know which distro you are using, but in general, search for 'qtcurve' in your distro's repos and install whatever package which 'qtcurve' is a part of its name! Then go to 'System Settings> Application Appearance> Styles', select 'QtCurve' from 'Widget style', click on 'Configure' and import the qtcurve config file.
After that go to 'Colors' and import the color scheme file.
